Статья посвящена тайной подготовке Всероссийского съезда студентов-мусульман в Киеве в 1913 г. На основании архивов Киевского губернского жандармского управления и мемуаров участников событий освещен процесс подготовки организационного съезда, его цели и задачи. Показана роль в организации тайного съезда и включении его в общеимперский мусульманский контекст известного татарского писателя и революционера Г. Ибрагимова. Изучен процесс политизации Киевского съезда, происходивший под влиянием революционно настроенных участников, представлявших татар-мусульман Поволжья и Приуралья. Рассмотрен состав участников Киевского съезда и показано, что социально активное мусульманское студенчество того времени включало как революционно настроенные круги, так и представителей интеллектуальных и политических элит мусульманского сообщества Российской империи, искавших возможности для улучшения положения мусульман империи. Выделены причины провала планируемого съезда. Среди них: активная профилактическая работа жандармерии в мусульманских регионах империи и наличие агентов охранки среди вовлеченных в организацию съезда студентов-мусульман, политизация программы съезда, что привлекло внимание тайной полиции. Проанализированы вероятные причины слабой реакции силовых структур Российской империи на данный съезд, среди которых выделены: вмешательство представителей мусульманской элиты Российской империи, маргинальный характер «мусульманского вопроса» для Киевской жандармерии. Отмечена особая роль депутата Думы IV созыва, представителя мусульманской фракции Ибнамина Ахтямова в урегулировании вопроса с арестом студентов-мусульман. Сделан вывод о том, что рассматриваемый съезд стал проявлением объединительных тенденций в среде мусульманского студенчества, происходивших накануне Первой мировой войны.

The article is devoted to the clandestine congress for the preparation of the All-Russian Congress of Muslim Students organized in Kiev in 1913. Based on the archive sources of gendarme administration of Kiev Governorate and memoirs of the participants of the events, the process of preparing the organizational congress, its goals and tasks were examined. The role of the famous Tatar writer and revolutionary G. Ibrahimov in the organization of the clandestine congress and in its inclusion into the general imperial Muslim context was shown. The process of politicization of the Kiev Congress under the influence of revolutionary-minded participants representing Muslim Tartars of the Volga and the Urals regions was studied. The list of the participants of the Kiev Congress was investigated and it was shown that the socially active Muslim students of that time included both revolutionary circles and representatives of intellectual and political elites of the Muslim community of the Russian Empire who were seeking for opportunities to improve the situation of Muslims in the Empire. The reasons that led to the failure of the planned congress were revealed, among which are: a) active preventive work of the gendarmerie in the Muslim regions of the Empire and the presence of agents of okhranka among Muslim students involved in the organization of the congress and b) politicizing the program of the clandestine congress, which attracted the attention of the secret police. The probable causes of the weak reaction of the security services of the Russian Empire to this congress were analyzed. Among them are: a) interference of representatives of the Muslim elite of the Russian Empire, b) the marginal nature of the «Muslim issue» for the Kiev gendarmerie. A special role of Ibnamin Akhtyamov, the Muslim faction representative in the Forth Duma, in the settlement of the problem of Muslim students’ arrest is noted. The author concludes that the congress in question was a manifestation of unifying tendencies among Muslim students on the eve of the First World War.
