Руководство советским государством кадровой политикой САДУМ в 1950-е – первой половине 1960-х годов

Аннотация. В статье на основе ранее недоступных архивных документов из Государственного архива Российской Федерации проанализирована деятельность Совета по делам религиозных культов при Совете Министров СССР по негласному регулированию кадровой политики Духовного управления мусульман Средней Азии и Казахстана в 1950-е – первой половине 1960-х годов. Отмечается, что вопреки декларированному в Конституции СССР 1936 года принципу отделения религиозных организаций от государства на практике существовала жесткая система скрытого контроля. Именно партийно-советские органы в лице Совета по делам религиозных культов и его уполномоченных на местах осуществляли подбор и расстановку руководящих кадров муфтията, контролировали их деятельность. На обширном документальном материале показан алгоритм принятия решений: Совет инициировал, санкционировал или запрещал проведение съездов и пленумов, формировал их повестку дня, предварительно согласовывал все кандидатуры на ключевые должности, включая посты муфтия, его заместителей и казиев, в союзных республиках. Выборные процедуры в духовном управлении служили лишь формальным прикрытием для реализации заранее одобренных властями назначений. Особое внимание уделено анализу конкретных кадровых решений, включая яркий инцидент с попыткой упразднения должности заместителя председателя САДУМ и последующим оперативным вмешательством властей, когда муфтию пришлось созвать внеочередной пленум для восстановления упраздненной должности. Исследование демонстрирует системный, целенаправленный и последовательный характер вмешательства государства во внутренние дела самого большого в СССР духовного управления мусульман. В статье показано, что лояльность руководства муфтията обеспечивалась ценой следования директивам атеистической власти, а международные контакты САДУМ использовались для создания в глазах зарубежных мусульман образа государства, неукоснительно соблюдающего принцип свободы совести.

The Management of SADUM Personnel Policy by the Soviet State in the 1950s – First Half of the 1960s

Abstract. Drawing on previously inaccessible archival documents from the State Archive of the Russian Federation, the authors analyze the activities of the Council for Religious Affairs under the Council of Ministers of the USSR connected with a covert regulation of the cadre policy of the Spiritual Administration of Muslims of Central Asia and Kazakhstan (SADUM) in the 1950s and the first half of the 1960s. The authors argue that, contrary to the principle of the separation of religious organizations from the state declared in the 1936 Constitution of the USSR, in practice a rigid system of covert control existed. It was the Communist party and the Soviet bodies, represented by the Council for Religious Affairs and its local commissioners that selected and placed the leadership cadres of the muftiate and supervised their activities. An extensive study of documentary material revealed the decision-making algorithm: the Council initiated, sanctioned, or prohibited the convening of congresses and plenums, defined their agendas and pre-approved all candidates for key positions, including the posts of mufti, his deputies, and the qadis of the union republics. The elective procedures within the spiritual administration served merely as a formal cover for implementing appointments pre-approved by the authorities. Particular attention is paid to the analysis of specific personnel decisions, including a striking incident involving an attempt to abolish the post of deputy chairman of SADUM and the subsequent swift intervention of the authorities, which forced the mufti to convene an extraordinary plenum to restore the abolished position. The study demonstrates the systematic, purposeful, and consistent nature of state interference in the internal affairs of the largest Muslim spiritual administration in the USSR. The article shows that the loyalty of the muftiate’s leadership was ensured at the cost of following the directives of the atheist authorities, and that the international contacts of SADUM were used to create, in the eyes of foreign Muslims, an image of a state that strictly observed the principle of freedom of conscience.
